Includes background information about himself, referring to his move to Jersey in March 1977 and commencement of employment with the States of Jersey Prison Service on 8 October 1979, providing details of his roles and responsibilities. Details his involvement with the Young Offenders' Institution from 1991, describing the approach of the Young Offenders' Institution, the admissions process at the Young Offenders' Institution, an explanation of links between the Young Offenders' Institution and Children's Services, and details of employment of principles of dynamic security and physical security. Refers to his promotion within the States of Jersey Prison Service in 1994 and issues relating to the recruitment and training of 12 new prison officers in 1996. Includes comments about findings detailed in the Report of the Howard League for Penal Reform, particularly in relation to La Moye and child protection arrangements.
