Outlines the allegations, sets out details of the investigations and includes the conclusions of the investigating officers in respect of each of the allegations. States that the complaint fails the evidential test and states that no offences have been committed. Also details an investigation into complaints of common assault made against two members of staff at Greenfields including [Joe Kennedy] by two residents.
