|Scope and Content|
1. Movement of Children. Provides an overview of the number of admissions to, and discharges from, care during the period of June to August 1988 and discussion about the future placement needs for a number family units. 2. Residential Provision. Outlines problems presented by an inability to transfer older disruptive teenagers from Heathfield due to the absence of a hostel to cater for these children. Describes restrictions on flexibility of Heathfield to respond to residential need and subsequent pressure placed upon La Préférence to cope with the majority of admissions to residential care. Outlines needs for a future strategy in respect of Heathfield to be put in place. Also includes remarks about residential capacity, noting shortage of vacancies available at Heathfield, La Préférence and Brig-y-Don. Refers to the establishment of an emergency day-care unit at Rouge Bouillon School and utilisation of volunteers to avoid a crisis of residential resources. Also refers to a flash flood which caused the ceiling in the main hall and landing at Heathfield to collapse, resulting in the return of several of the children to their homes as a short-term measure.
