Relates to an allegation of assault made regarding a member of staff at Heathfield Children's Home. 2. Memorandum from Chief Clerk Tim Allen to Advocate Robin Morris. Dated 10 September 2008. Relates to previous memorandum dated 4 September 2008 regarding an allegation of assault made concerning a member of Heathfield Children's Home staff. Notes request made by Attorney General William Bailhache for John Edmonds to review the material with a view as to advice as to whether the case should be prosecuted. 3. Memorandum from Chief Clerk Tim Allen to Principal Legal Adviser John Edmonds. Dated 10 September 2008. Attaches file submitted by the Public Protection Unit at States of Jersey Police, noting consideration for prosecution. Requests that John Edmonds review the file and advise Robin Morris accordingly. 4. Memorandum from Principal Legal Adviser John Edmonds to Attorney General William Bailhache. Dated 12 September 2008. Provides details relating to an alleged assault dated 18 June 2008 concerning a member of staff at Heathfield Children's Home and a resident. Concludes on proposal to advise States of Jersey Police of consideration of a lack of realistic prospect of conviction, noting that the Children's Service should be advised to deal with the matter through their own internal disciplinary procedures. 5. Memorandum from Attorney General William Bailhache to Legal Adviser Robin Morris. Dated 16 September 2008. Suggests that the matter of the allegation of assault is one to be considered by Children's Services' internal disciplinary procedures, rather than the Criminal Courts. 6. Memorandum from Attorney General William Bailhache to Principal Legal Adviser John Edmonds. Dated 16 September 2008. Agrees with previous consideration that criminal proceedings are not appropriate in the matter of the allegation of assault made against a member of Heathfield Children's Home staff. 7. Letter from Principal Legal Adviser John Edmonds to DS [Detective] Sergeant Cathy Davison. Dated 17 September 2008. States that there is a lack of a realistic prospect of conviction in the case of the allegation of assault made against a member of Heathfield Children's Home staff, and that the matter should be considered instead by Children's Services' internal disciplinary procedures.
