Copies in Tony Le Sueur. Outlines his review regarding the degree of risk he believes [Kevin Parr-Burman] poses to children, referring to an ongoing police investigation. Outlines personal view that [Kevin Parr-Burman] acted inappropriately when dealing with a child and that the matter should be dealt with internally regardless of the outcome of the police investigation. Notes [Kevin Parr-Burman's] lack of involvement in inapproriate responses behaviour and comments about his previous record in relation to the child, detailing belief that he poses a very low risk to the child and other young people at Heathfield or La Préférence.
