Scope and Content

Provides background information about his experience working in the field of social work in England, particularly in relation to his time as Operational Manager of Leverton in Essex from 2004 to 2006. Describes his application to a managerial post at Greenfields, recalling an advertisement in Community Care magazine in March 2006. Describes being shown around Greenfields by [a member of staff] whilst in was under construction, remarking on the existing provision at Les Chênes. Recalls the interview process with [the member of staff] and Phil Dennett, noting concerns with some of the terminology used during the interview and his understanding of the role and remit of the appointment. Describes his initial impressions of Greenfields, detailing observations and concerns about: the admissions process, the review system in Jersey, the lack of policies, procedures and guidelines, and staff. Includes comments about the new Greenfields building opened in September 2006, detailing concerns with the design of the bedroom doors, security and fire safety concerns including details of changes introduced by him to counter security issues, and the lack of communal area for children to meet with their families. Includes comments about the quality of the gym facilities at Greenfields. Includes comments about the Grand Prix System, the behavioural management system in place at Greenfields upon his arrival. Includes an explanation of how the system worked and details his concerns with aspects of the system, particularly regarding the punitive use of solitary confinement and power afforded to teachers, comparing his experiences at Greenfields to the system at Leverton. Details decision to abolish the Grand Prix System and introduce a behavioural management system adopted by secure children's homes in England, providing an explanation of how this replacement system worked. Includes comments about how education staff and residential staff at Greenfields received the new system and includes a comparison of the two systems, particularly regarding the use of solitary confinement and behavioural management. Finishes with reflections on his experiences of working at Greenfields, particularly in relation to the motivation behind his actions and him voicing his concerns about practice at Greenfields, and remarks about the non-implementation of the recommendations of Kathie Bull.
