Outlines human resources considerations, including in relation to staffing levels and recruitment, outlines case in respect of project management and delivery, including in relation to project management, timescales and a critical path analysis, and provides details of a post-implementation review. Finishes with a conclusion and recommendations contained in a table outlining placement types against the following categories: current number of beds, unit cost total cost, and future number of beds, unit cost and total cost.
