Refers to the Children's Department having been without a Children's Officer since the departure of Miss P Thornton on 31 December 1971. Details conversations with Mr [Charles] Wimberley, Director of Education, about the selection process in respect of Miss Thornton's successor, outlining arrangements regarding Mr C Smith as Acting Children's Officer. Details conversation with Mr Smith on 3 May  following a visit to Haut de la Garenne, noting discussion about matters including: standards for day-care, Mr [Colin] Tilbrook and the relationship between field and residential staff, disciplinary situations including the dismissal of houseparents from a Family Group Home and the behaviour of a CCO [Child Care Officer], and the appointment of two Senior CCOs. Refers to likely deadline for a final decision regarding who is to be appointed Children's Officer.
