Refers to a meeting of 2 December  and sets out understanding regarding regarding potential arrangements for the management of placements to and transfers between residential care settings for children aged 11 to 16 from January 2003. Outlines intention to form a group of senior officers comprising of Wendy Hurford (Education), Phil Dennett (Health and Social Services) and Mike Cutland (Probation) to determine residential placements applicable for children between 11 to 16, prior to the enactment of recommendations contained in Kathie Bull's report. Refers to problems relating to the need to make separate provision for children placed on secure remand and those in residential care, and notes agreement that Brian Heath would discuss possible arrangements and protocols with the Magistrate in order to amend the Education Committee's policy on admissions to Les Chênes.
