Scope and Content

Includes an introduction referring to a report published in November 2008 of a review of the youth justice system in Jersey undertaken by the Howard League for Penal Reform, outlining the terms of reference of the review and the suggested principles and philosophy to underpin the recommendations made. Sets out the Home Affair's response to the Howard League's philosophy. Includes an executive summary, setting out the published response in response to the publication of the Howard League's review in November 2008. Sets out an analysis of the 27 recommendations set out in the Howard League's report, including action required by Home Affairs, in relation to matters relating to legal and policy framework, diversion and prosecution, the Youth Court and Prosecution Service, custody, and safeguarding and promoting the welfare of children in custody. Includes a table setting out a summary of recommendations and action plan, providing details relating to each of the 27 recommendations including linked recommendations, comments and action, who needs to be involved, whether legislative review is required and financial and manpower implications.
