• 'Culture of fear' stopped people reporting abuse. Relates to comments made by former Deputy Bob Hill in his evidence to the Independent Jersey Care Inquiry that Jersey has a culture of fear which prevents abuse victims from coming forward and allows those involved in abuse of the cover-up of abuse to get away with it. Also includes Mr Hill's comments on the idea of a Children's Minister. • Policeman wanted to investigate home in the mid-2000s. Sets out comments made by Peter Hewlett in his evidence to the Independent Jersey Care Inquiry that he pushed for the States of Jersey Police to launch an investigation into Haut de la Garenne in the mid-2000s prior to the launch of the police investigation in 2008.
