Relates to comments made by honorary police officer Danny Scaife in his evidence to the Independent Jersey Care Inquiry explaining his decision in 2008 not to charge Witnesses 279 and 281, former house parents at a Family Group Home, with three counts of grave and criminal assault. Cites role of Simon Thomas in the decision, details his own opinion on whether there was sufficient evidence to charge and includes comments about a press release about the decision not to charge Witnesses 279 and 281. • Child abuse: 'Lack of local expertise'. Relates to comments made by former Home Affairs Minister and Magistrate Ian Le Marquand in his evidence to the Independent Jersey Care Inquiry that Jersey had an inadequate system for dealing with child abuse and there was a persistent weakness in identifying signs of sexual abuse among young people. Includes comments about lack of locally based medical expertise in identifying child abuse, a series of Serious Case Reviews, understanding of the effects of abuse on victims, and impact of funding restraints on implementing recommendations of reviews.
